City to Pay Lap Dance Parlor Owner $19,500
KEY WEST, Fla. (Reuters) - An exotic dancer will get nearly $20,000 from city officials who moved to shut down her lap dance parlor in this historically easygoing Florida town known for its drag clubs and clothing-optional bars.

Key West has agreed to pay Christy Sweet $19,500 to cover legal fees and lost revenue for her business, Personal Dances, her attorney Richard Wilson said on Thursday.

The city had granted Sweet an adult entertainment license in 2002 but revoked it in January 2004, according to federal court documents. Then four months later, city officials voted to drastically restrict adult businesses in the town of about 26,000, home to adult-themed festivities such as the annual Halloween-pegged Fantasy Fest.

Sweet filed a lawsuit in federal court. A judge sided with her and signed the settlement last month. Key West city attorney Bob Tischenkel said the city agreed to settle because "she was going to win."

Police Say Man Rages Over French Fries
DuBOIS, Pa. - A Burger King customer berated the employees and nearly hit one of them with his truck after the clerk at the drive-thru window told him they were out of french fries, police said.

Gregg Luttman, 22, made an obscene gesture at the drive-thru clerk on New Year's Day, then walked into the restaurant and cursed at the staff, Sandy Township police Sgt. Rod Fairman said. When he returned to his pickup truck, he saw restaurant workers taking down his license number and put the vehicle in reverse, nearly hitting one of them, Fairman said.

After being stopped on a highway a short distance away, Luttman scuffled with police and kicked out the back window of a police car, Fairman said. Luttman was charged with assault, reckless endangerment and other offenses. He was freed Monday on $2,500 bail.

Police Say Man Bit Off Co-Worker's Ear
DALLAS - A 21-year-old man bit off a co-worker's ear after an argument over money, police said.

Doctors were able to reattach Anthony Tran's ear, police said. Co-worker Ray Leon Jefferson was in Dallas County jail Wednesday on $25,000 bail facing an aggravated robbery charge

The dispute began Tuesday night at a plant of Strategic Partners, a distributor of medical uniforms. According to police, Jefferson asked Tran, 21, for change for a $100 bill. Tran pulled a $20 bill and a $50 bill from his wallet. Jefferson took both bills, the police report said.

After telling Jefferson to return the money, police said, Tran held a pen to Jefferson's stomach. A scuffle ensued, and Tran's ear was bitten off, the police report said.

Women Accused of 'Hot Dog' Prostitution
BALDWIN, N.Y. - Two Long Island women who sold hot dogs and sodas from a truck were arrested on charges that their menu also featured sexual acts in exchange for money.

Catherina Scalia, 38, and Rose Skorge, 34, were arrested Wednesday afternoon after they "offered and agreed to engage in sexual conduct with others in return for a fee" at their hot dog stand, which was parked at Sunrise Highway and Rockwood Avenue, Nassau County police said in a news release.

Scalia offered to expose her breasts to an undercover officer who was buying a hot dog and Skorge offered him oral sex in exchange for money, Deputy Inspector Rick Capece, commanding officer of the Narcotics/Vice Squad, told Newsday for its Thursday editions. The women also gave the officer a card for a stripper business, Capece said.

Police started watching the truck more than a week ago after receiving a tip, he said.

Scalia and Skorge were charged with prostitution and were released on desk appearance tickets. They were scheduled to return to court on Jan. 10.

Police: Man Burns Down Home Over No Gifts
FEASTERVILLE, Pa. - A man angry that he got no presents for Christmas burned down his parents' house early the next morning, police said. Steven Murray, 21, was charged with arson and risking a catastrophe in the blaze that broke out early Sunday. No one was injured.

Police said Murray had himself committed to a hospital on Christmas Day, but then signed himself out and walked eight miles home. Later he told police he saw the flames in the distance. But officers said his jacket smelled of smoke and they found a lighter in his pocket and a gas can near the front door.

"He was irritated that his family gave him no presents for Christmas," Lower Southampton police officer Peter Liese said. Murray was jailed on $1 million bail. It was not immediately known whether he had a lawyer.

'Naked Twister' Broadcast Nets FCC Fine
WASHINGTON - Federal regulators on Wednesday proposed a $220,000 indecency fine against the owner of two Kansas radio stations for broadcasting a "Naked Twister" game with local strippers and graphic interviews with porn stars.

The Federal Communications Commission (news - web sites) said the material, which aired during the "Dare and Murphy Show," was indecent and clearly intended to "pander to and titillate the audience." The commission cited four broadcasts during April and May of 2002. They aired on stations KQRC-FM in Westwood, Kan., and KFH-AM in Wichita, Kan. — owned by Entercom Communications Corp., based in Bala Cynwyd, Pa.

The agency proposed a $27,500 fine — the maximum allowed at the time — for each of the four broadcasts by the two stations for a total penalty of $220,000.

The commission said the "Naked Twister" broadcast dwelled on descriptions of female genitalia and breasts in an explicit and graphic manner. Other broadcasts the FCC (news - web sites) reviewed included interviews with porn actors Ron Jeremy and Dave Cummings.

The commission also noted Entercom's history of prior indecent broadcasts. In September 2002, the FCC fined the company $12,000 for broadcasting indecent material on a Seattle station. No one from Entercom was available for comment Wednesday. A receptionist said management would be out of the office until Jan. 3 and could comment then. Calls to two numbers listed for KQRC were unanswered Wednesday.

At KFH-AM in Wichita, program manager Tony Duesing declined to comment on the fine but said the station has not aired the show for the past six months, dropping it after it became too cost prohibitive. The show had already been replaced when the station learned about the FCC investigation a month or two ago, he said.
